The 'fact' of Japanese public opposition to immigration was literally never true. it wasn't true even 30 or 40 years ago. The Japanese government doesn't care about public opinion when shaping policy, that applies to many areas

This study says that in 1980 only 10% of respondents were actively opposed to taking Indochinese refugees, and in 1993 2/3 of respondents were in favor of firms with labor shortages being able to hire unskilled foreign workers. In both cases of course those things do not happen

In the United States by the way, it says between 1946 and 1993 there was never more than 13 PERCENT of the public actively in favor of increasing immigration
