Negative marginal utility means that people could end up losing money if their income increases, if the benefit is greater than the raise. This prevents people from selling greater income, perpetuating the payments and ending up more expensive.

No problem. The trap neoliberal Democrats fall into is that they try to minimize the upfront cost by "means testing" when it ends up being more expensive in the long run.

Means testing is "neoliberal" is the Clinton / Blair / Third Way sense of the world. Hopefully the new gen of neoliberals have learned the errors of their predecessors.

One policy that could work but is never discussed is repurposing city-owned land for hugely (bigly, depending on who we are talking to) discounted residential housing and mandatory MOOC learning from top institutions. The 50k should be means tested (depending on where you live)

When the government starts funding something it usually goes up in price. Then more money will be required by the government to cover down payments. What happens when they cannot afford the mortgage? Should the government pay that too? When does the cycle end?
