Chingiz Khan’s army did most of the migration (caravans) in order to build the empire and to those peoples that didn’t play ball, the penalty was the sword. I believe Kublai Khan presided over an existing empire in decline and thus not too much migration and subjugation occurs.

But lots of trade! And people definitely moved into and out of Kublai's portion of the empire, from the Ilkhanate and such.
