Good article, but it doesn’t address the mixed self reporting status of many native Americans. It also doesn’t address the prevalence of preferences for African immigrants, who are black and poor, but didn’t suffer the historical injustices.

Many who receive EIC likely end up spending on things that are not wealth building. Allowing withdrawals from Baby bonds only for very specific wealth building like activities (e.g., house down-payment or college tuition) makes sense. 3/

Some combination of Baby Bonds (addressing wealth issues) and expansion of EIC (especially to those without children) makes sense to me (can debate exact levels). Part of issue is that EIC does not necessarily translate into building of wealth. 2/

On related topic, I do like the most recent proposal from Cory Booker on Baby bonds (which in part would end up being a correction that also benefits poor whites). Unlike many other recent proposals not market distorting. 1/

Excellent piece. Strong moral argument to support affirmative action for blacks (at least those with long history in the US) and native americans as "correction" for past mistreatment although there are some questions as to when/how (if ever) they should be faced out.

That's a plausible and defensible middle ground...20 or 25 years ago. Now, too little too late. The red team is going to win this battle both legally and in public opinion; the blue team needs to be discussing whether it's the hill that we need to die on.
