State funding is good. Govt. grants are OK but will push up tuition. Tuition caps are probably a bad idea. I favor increasing govt. grants for poor kids only, which will shift the tuition burden onto the rich.

Simply getting the govt. out of the student lending business and switching to poor-kid-only grants will force colleges to reduce tuition, shift the burden onto rich kids, and hopefully prompt states to increase funding again.

And on the other end, states around the country, for various reasons (politics, health care costs...etc.), cut their contributions to higher ed forcing tuition increases which were paid for with loans...etc.
