Returning stolen property to the owner at no cost should be a local government / law enforcement expense. That is a tax expense even Smug Republicans can get behind.

My property was stolen & local police went out of their way to recover & return it to me. Didn't cost me a dime.

I was also having trouble thinking about this in term of transaction costs. To me it seems like Mathew effect stemming from governments monopoly power and power of coercion.

My understanding is that SeattlePD has a policy where it cannot tow indigent and homeless folks’ cars for, e.g. unpaid parking tickets due to the hardship. It creates blowback in the city because rich folks get angry that poor people have “extra rights.”

Focussing on these predatory practices, rather than regulation or aid to the poor, avoids the left/right trap that keeps these predators in business. GOP would have people walking gauntlet for food stamps. Criminalizing predators puts them on the back foot.
