Lyman had a Twitter thread about it last night, seems like he views the harmful effects of colonialism as playing a larger role, while he feels that Gates places too much emphasis on geographic/environmental factors. Lyman also disagrees strongly about overpopulation concerns!

Actually, the blog post says that a recent iteration of the project (UK DFID MVP in Northern Ghana) had numerous specific benefits but supposedly wasn't cost effective. The critical piece missing from this post is the reference benchmark for cost-effectiveness. Not very useful.
