We don't get to pollute more just because we happen to live in smaller countries. If it were so, the quickest solution to your china problem would be to simply split the country in four. "Hey presto, pollution gone!"

Moral considerations like that are illusion-of-control. The climate cares nothing for what we "get to" pollute. Total emissions are all that matter. Either the total goes way down or we die.

It's not moralism, it's political pragmatism. Demanding that every chinese shrink their impact from 5 tons/yr to half while we rich people keep pushing 10-20 tons, is colonial style arrogance. No international agreement will come from such an attitude.
