There is a reference to his employment by the world bank! Singapore did something similar in the 1960s. Of course, China and the Soviet Union (and perhaps the Philippines) show that land reforms are hardly a sufficient condition for success (though China after 1978 is).

Yes. and decollectivization after 1978 helped. while the Philippines efforts have been mixed as well. It goes to show that much can go wrong.....
