Most importantly, CDBG is meant to help relatively poor cities/towns. Exclusionary zoning is more prevalent in small, wealthy suburbs. Focusing on CA and NJ, few of the most exclusive housing markets receive CDBG from HUD.

In NJ, there's another problem: most CDBG grantees are counties, who don't have zoning authority. The cities and towns that control zoning are mostly too small to get CDBG directly.

It's great that HUD wants to push local govts to reform exclusionary zoning. But it needs to pick tools that target the right places.
