But more people are moving to the former, which is good.

In that the individual distressed places are each mixed, or that there are distressed places with lots of white people, others with lots of black people, etc.?

Now all we need is to shuffle a few of those now bored overcharged skilled workers out to make the Red states more purple. If not, you end up with loss of skills due to actual poverty (lack of space, equipment or time to have or train youth) and apathy that leads to drug use.
