We have those dots in British Columbia, too. Those areas aren't big cities, but (I believe) towns that are close to paper/pulp mills or other industry. Likely the same in Russia.

The closest city is Krasnoyarsk (population 1mil) about 100 miles away and the high-emissions concentration was about 300 miles wide...wondering what Russia is hiding in Siberia that is emitting half of the country’s emissionspic.twitter.com/87fJ8anYWD
