A % growth in Co2 that's < % GDP growth, in Q1 after 3-4 years of decline proves.. what exactly? Xi promised in Paris to peak by 2030, and I think most observers thought that was unbelievably aggressive. If the point is, what can the US do to "motivate" China to do better...

Measuring on per capita emissions will lead to doom and destruction. Climate doesn't care about per capita, it cares about total. Talking about per capita = illusion of control. fin

Spending to *fight* emissions is going to be per-capita (because it's almost always government-led). So yes, climate might only care about total... but as long as politicians from any country are using tax-payer dollars to deal with this issue, per capita is incredibly relevant.
