This doesn't make me mad, I just think you're wrong. If we develop green technologies and policies that reduce emissions while maintaining similar (or better) levels of economic growth, I think many other countries (China and India included) will follow our lead.

They'd *want* to follow our lead. I believe that other countries sincerely want to reduce their carbon footprints, they just need a blueprint as to how to go about doing it. If we are the ones who provide it to them, I believe that they'd follow suit.

They definitely want to reduce their pollution from coal, and will probably want to reduce their dependence on rich countries for oil, even if they didn’t care about CO₂.

Sure, maybe. But I think there's a growing concern globally about CO2 emissions in and of itself. They just want/need the technology and policies to model themselves after.

I don't think Noah is advocating any plan in particular. He's just saying that China will ultimately drive climate policy going forward regardless of what the US does.

I do advocate a plan (it's in the article), but I just don't have high confidence that it'll have a huge impact.
