I think it's fair to say that China is ahead of the US in building more institutional mechanisms and political policies that will be effective in the future.

Not reducing emissions faster. But aren't they doing more to reduce emissions? In spite of emitting much less per capita? (Not undermining the point about the illusion of control.)

ehh I think it's more complicated than that. China is implementing policies now that may lead to a shorter and steeper S-curve for renewables and EVs than in US and Europe. Though the short term increase is very concerning.

China is adding something like half of the world's new solar and the world's new EVs. And the base level for both those technologies is low so the medium/long run effect of those policies won't show up in emissions stats right now.
