China has more NEW coal power plants in various phases of planning/construction than exist in the US. The US could reduce its emissions to ZERO and it would make no measurable difference in atmospheric CO2 concentration or even the rate of rise in atmospheric CO2.

US reducing its emissions to zero would put global CO2 emissions back to 2004 or 2005 levels. In 2004 and 2005 CO2 concentration in the atmosphere was rising at the same rate that it is today. It would make no measurable difference.
