The key is not the amount of policing, but the type. When people think the cops aren't on their side, they don't help them solve cases, and they take the law into their own hands, creating an anarchistic situation.

2 problems: Black Lives Matter will not acknowledge this massive b-on-b murder rate and instead foment grievances. Therefore, police retreat into "we'll show up when they're dead" mentality. I see this in Canada with Indigenous population.
