Citations? I'm not a specialist in the philosophy of mind, but I'm petty sure that no philosophers of mind or cognitive scientists accept this account of belief.

Not all representational states are beliefs. Thinking that something is slightly more likely than not is a rep state, but it's not a belief. If I've got a deck of cards, I'll be inclined to think that the top card isn't a face card, but that's not something I fully believe
