Helios basically uses the ETH2 light client protocol to get the eth1 block header, then fetches lots of merkle proofs to prove any state. We use a couple other tricks as well, but it's all about piggybacking on an eth1 rpc, and proving it against the header.

Helios won't, although lots of people have been working on similar light clients with the purpose of getting them to work with IBC. I have thought of a few ways Helios can be used to do IBC-like things though, but just in the ideation phase there
