The last three consecutive presidents have campaigned on a platform of disengagement and retrenchment, but reality intervened forced them to abandon those pledges when in office. Notable though that they campaign on this pledge because, well, that's what voters want.

So it's entirely ideological to presume that, as a political strategy, starting a war would be effective. Leveling the accusation says more about the accuser than anyone else.

We've been at war since 2001, so yes there's been a reelection war every single reelection campaign this century

And during the election the candidates all say “I want to bring our soldiers home.” No one starts a war to get re-elected. Iran has had this coming for quiet some time.
