Investigations take time. The point was to get the leader on record. That's how business people do things.
He also said Ukraine had a bad habit of promising things “privately” and never following through. They wanted to get it on record publicly. He ran and won on anti corruption agenda, and the Hunter situation is corrupt...look into it!
"As I understood it" is a great way to say in my opinion or I'm making an assumption.
