    For two years, Congress utterly shirked its constitutional oversight responsibilities. But I am hopeful the new Congress being sworn in today will change that and pursue real oversight of the ethics abuses, corruption, and improper influence that characterize this administration.

    Great news in the proposed House Rules package announced yesterday: Members of Congress would be required to undergo ANNUAL (not one-time-in-a-career) ethics training! This may seem like low-hanging fruit, and it is, but it's also necessary.
