    With the closure of Russian consulates first in San Francisco and now in Seattle, there are no more consulates on the West coast. This is where a large segment of the Russian diaspora in the fields of science, computer science, engineering, etc. lives. Doesn't seem coincidental.

        True there's no more Russian consulates on USA west coast, but not sure how this would affect any Russian citizen living in that region. They can mail passport renewal requests to another Russian consulate. What else do normal citizens do at a consulate of their own country?

        Passport renewal is done in person. Consulates handle several other types of documentation - pensions, maternal capital, etc.

        USG permits its citizens living overseas to renew passport without a personal visit to the consulate. I just did it myself a few months ago. Russian government can help its citizens by simply changing their own rules about personal appearances. But yes, it's an inconvenience.
