Not quite. The global containment doctrine was Truman's, as USSR was in ruins; the partition of Berlin was initiated by the US, etc.

@ixaos I'm saying that it took decades to reach any sort of parity after 1945, and that the Cold War wasn't initiated by the USSR. -
