I imagine that, given the credible (?!) threats of legal action, they are planning to get all their ducks into the straightest row in the history of ducks before announcing anything.

Why wouldn't be a thing? There's no guarantee against plagiarism and misconduct in written materials just because it's for a PhD. Some real famous poltical ones, Pál Schmitt, Karl-Theodor zu Guttenberg.

My understanding is that there was a internal investigation at Tennessee at least at some point, the weather they waited on McMaster I do not know
