is it true that Japanese people can't read it? once I read that they can see only kanji and can't associate the symbols with romanic letters

I'm not a native speaker but I looked at this with my Japanese brain on and it took me quite a while to realize it's "English". I wouldn't say it's impossible for bilinguals. If Japanese people reading that can't speak English I think it'd be difficult.
