To act against the demographic change is either to: 1. Remove all afflicted with the problematic birth rate, legal or not. 2. A widespread reduction in rate of specific residents. 3. Raise rates of other specific residents. 4. A combination that achieves desired result.
In our multicultural democracy, options one, two, and three are not possible. The only possible way forward is the last. Keeping in mind we must operate within our current system to achieve it.

Our questions: 1. How do we reduce the birth rate of a target population, while raising the birth rate of another? 2. What are the exact mathematical values necessary for the rates? 3. If the values are achieved, how to maintain them?
