Russia may be supporting in defence of separatists, but only to stop them being killed by Ukraine troops.
Ukraine also refuses to meet to resolve the issue. Are you suggesting that Ukraine forces are making no attacks on the separatists?

I don't see how that's relevant to our discussion. Minsk has failed: It hasn't been implemented, so we see another frozen conflict near RU
-
Russia has done all it reasonably can do, it is now with Ukraine. A cynic might suggest they continue breaking ceasefire to delay matters.
-
Russian troops on the ground in Ukraine is not "all they can reasonably do." It's a blatant violation of Minsk & the Budapest Memorandum
-
Ukraine breaking the ceasefire is a blatant violation.
-
One thing at a time: We're talking about Russia's failure to uphold its Minsk commitments. Cannot have troops in Ukraine
-
Does it have troops or advisors? There are militia come to the separatists aid but are they under the control of the Russian government?

I referenced this earlier. Active Russian regular forces in Donbas, verified by their social media postshttps://news.vice.com/video/selfie-soldiers-russia-checks-in-to-ukraine …

Watched it, first the OCSE said they couldn't make a conclusion and the soldier denied it. Need a bit more evidence I suggest.
