The fact that psychologists can study human behavior without "knowing" what "behavior" is can mean that the question "what is behavior?" is not a very important one.

It is important to the extent that knowing what you're studying actually informs your study of that thing. "Knowing" is not an absolute necessity, but it certainly helps a great deal.
