And, this is despite the fact that the economic incentives cause universities to do everything possible to keep students in school, including by eliminating failure as an option for any students that attend class.

Yes and it should start really early on in school, finding out what young people want in the way of careers. I've seen so many over the years start uni and then realise after a year or so that what their studying isn't really what they want, & drop out with debt & no degree.

I think maybe college is doing its job better than i thought if it fails 40% of the people. It should probably be failing 80% of the people judging by the levels of general incompetence i find in college graduates.

The problem is not that 40% don't graduate, it is that too many of the people who don't graduate linger in college for years before failing or dropping out. If someone can't or won't succeed and they get that message clearly in the first year, that is fine.
