If I understand this right, using the measure of sharing 98.8% of my genes with a chimp, I share 100% of my genes with another human being. The 50% share with a sibling is about variants of the same gene.

Yes. With the chimp we’re talking about shared base pairs whereas with humans we’re talking about shared variants of genes (alleles).
