The logical outgrowth of this reasoning is that if the government contributes anything to a business (grants, tax breaks, teh roadz!), it ought to come back later and regulate that business as a public utility.

they already do to an extent - when corps use roads they have to obey traffic laws. when they get grants, they have to meet criteria and abide by certain rules re: how that money is used. and that’s a good thing for private citizens.
