not in the protocol as it stands, but automating it is what ZmnSCPxj is proposing. basically you can map the channels, but you don't know the balance of funds right now, so determining the directional bias of an existing arc of channels is not so simple right now

I do agree hub spoke bad vs Circle & that counter circular trade (effectively) enforced peace through fixating an alternating value system, verifiably forced upon all participants via circle. If one leaves system, it is known to all and hoarding is countered by alternative.
