No, but in some cases it can substitute for things that often have been (or at least many people think should be) controlled by politics, for example money.

Depends on your definition of ‘law’. Code can act as one of many forms of ‘law’ and doesn’t necessarily require a group of people to decide on ethics & philosophy.
