It wasn't "upgrade free". BIP141 caused non-SegWit nodes to be unable to verify SegWit transactions properly, so you would have to upgrade for it to actually be secure, defeating the whole point of a soft fork.

How do you reduce needed trust? The majority can't read code. Sending away for peer review is a lot of work (ADA style). What are the other options?

Hard forking is how the bitcoin protocol is upgraded. Do you not think bitcoin should ever be upgraded to allow new functionality and improvements?

Au contraire, segwit was an upgrade achieved through a soft fork. Segwit also facilitates other upgrades as SF instead of HF. Wise to lock down 1st layer and move innovation to 2nd layer.
