1/ I feel like we’re mixing things here. “Immutability” in the context of blockchains usually refers to immutability of the ledger, not the protocol.

Far less preposterous than you imply. When these software updates affect money, they are absolutely inherently political. The outcome of what update gets adopted can be viewed as an election.

There’s a lot of parallels to be drawn between the BIP/EIP and elections when thinking of upgrade proposals as “candidates” as social consensus as the constituents / electorate.
