Exactly!!! And as technology exponentially advances (on most fronts), the unknown unknowns exponentially increase as well as tech makes new things possible that weren't before

Technology is only one thing. There is also society, its structure, economics and how much they outlive their 'lifespan.' At some point the limit is reached and change is unevitable. But you can never guess what kind of change and how it coreacts with technological advances.

You can design the tech, especially its security characteristics, so as to minimize the role of such unpredictable elements.

In some cases, perhaps. Not always through and you can hardly predict every possible flaw/breach (especially if we speak +20 years). In which case, many people and designers may not even care about long-term consequences in relation to so many potential factors.
