s/"fear"/"reality". The real world does not consist of abstract game players, but it does include millions of lawyers. Both unsound governance itself and the legal consequences of the power to intervene are big risks of non-trust-minimized schemes. Governance is lawyer bait.

Which is why forking is the best form of governance. So the question is, do they eventually create a fork. The Roman Empire had to adopt Christianity in the end in order to retain some vestige of power - and adapt again ever since, no doubt.
