The Core chain could have at most 20% of hashrate if Segwit2x HF activates and Core doesn't follow. Possibly not as big "if" as you think.

Hard forks *cannot* activate. People need to actually change their software.

Sorry limited characters - by "activate" I mean that everyone who signed the agreement is running it as promised.

That's not how economically incentivized consensus networks work...unless you want to be liable for billions of $$$.

I think risk of losing billions of dollars trumps some vague statement with signatures on it.

They don't understand that they are at risk of losing billions of dollars of their & their customers' money. Core has not communicated this.

It has been communicated many times - but some people just won't listen.

Almost all I've seen is tech jargon that is unintelligible to the vast majority of the economic stakeholders. Gotta put it in money terms.
