IIRC Assyria like Sumeria (https://unenumerated.blogspot.com/2016/12/weigh-and-deliver-compensation-and.html …) used silver by weight to assess legal fines.

BTW Shekel means weight in Semitic ("te2el" in Levantine).

Indeed this was long before coins. Silver was transferred by measured weight and often assayed.
