Precisely. I am wondering how this is defined beyond ‘billions parked in escrow overseas.’ I am also inferring this opacity might not encourage “unproductive” entrepreneurs to be more “productive.” It may encourage them to be more cunning protecting the wealth they’ve acquired.
"Productive" apparently means "rush to find somewhere anywhere to throw your money at, forget about the time it takes for the rare opportunities you can take special advantage of to arise, or the time needed to find or research them."
