it's not about cost; it's whether it's even possible to secure $10B worth of electricity/hashrate to begin with. in theory i could buy a nuke for $200M (that's how much DoD pays), and use it to blow open Ft Knox and steal the $200B worth of gold stored inside. buuuuut...
It may sound impractical, but impossible? At this point the argument strays into depending on external, and in this debate usually unspecified, hand-waving, and in reality idiosyncratic incentives and security that may or may not actually exist in a specific case.
