Yes, layer 2 or higher (bitcoin) can refer to Lightning, or an exchange, or anything else that is layered over layer 1 (Bitcoin).

Gotcha. I was confused because in the past I've heard bitcoin (little b) used to explain the currency as opposed to the network and protocol. This is the first I've seen it refer to layer 2 protocols.
