Worse, Zach thinks "a governement" is a separate entity that people forms contracts with.
The first part is correct, a government under law is a particular organization, with particular officers who have direct power over that organization's property etc. With some added special coercive powers. The second part, "social contract", is a ludicrously abusive metaphor.
