It is not a good use of energy or resources to Gramsci your way through existing institutions in the hopes of reform. For various important institutions, capital requirements are actually pretty low for proof of concept, so it's better to just rebuild them from the ground-up.
For that you have to have a concept that will actually work, which the vast majority of "progressive" reformers do not actually have. They can only destroy and that requires the Gramscian strategy.
