it's technological price deflation, sucking money out of the system. for political reasons they can't do massive UBI or helicopter drops to keep money circulating, so they have to *pay* people to borrow. that's all.
They're paying people they trust and endorse, who grow fewer every day, to borrow. Everybody else still has to pay quite positive rates. Credit card rates have been going *higher*.
