If you are saving for retirement or for your children's education & trust cash or gold or Bitcoin more than junk bonds or negative-real-interest sovereign bonds, that is "hoarding" because you are not giving central bankers & their Wall St. & government friends their cut.

Only if it generates inflation from which they can generate seignorage or Cantillon effects. But due to efficient global currency etc. markets they are having problems doing that, thus the negative nominal (not just real) interest rates in Europe and Japan.

"Past results are no guarantee of future performance." Fiat deflation, though uncommon recently, is still possible. Furthermore, many poor people have no choice, cash is the only liquid asset they have.
