To do a proper analysis you also need to consider the massive influence the US has had over those states, both overt and covert. The final result has just as much to do with imperialism as the individual countries ideology.
E. Germany was heavily under the protection of the Soviet Union, it's impossible that it was being exploited by the U.S. or Western Europe. And N. Korea during the Cold War was heavily under the protection of China. Negligible for other cases too but those are the most clear.

I think he means W. Germany and S. Korea benefited from their US alliance: guaranteed security, shipping and access to US domestic market. Major, major tailwinds. Venezuela vs Chile is the best example. Good example of how pure ideology can significantly destroy wealth.
