Yup, doesn't work quite as well when people can keep their cash instead of buying bonds that lose money.

Well, should be easy enough to enforce negative interest rates even with physical cash by simply enforcing a fee on conversion from digital to physical (and vice versa if needed) as well as on cash payments.
