No strict beginning, but an early milestone was IBM accounting mainframes,1950s. Took many decades for these techniques to spread and even more for the power hungry and their macroeconomic brain stooges to figure how much more control over strangers' assets this gives them.

If it isn't valuable, no harm done in giving it away. Negative interest rates would be insane (still is) with anything but fiat that is quickly reinflated to make one whole again. I'll give you money to borrow money because I'm going to print more anyway. Just keep buying stuff.

Not pre-World War 3 IMO, or 2028. Neg Interest rates steal finance and tech from others. Tech far exceeds econ in high-tech conflict. In WWII, America was slow in part because we under invested into mecha. Now once again EU is leveraging peace, for power. End result is war.

Negative interest rates will have fascinating consequences. E. g. nobody will want to own fiat and the price of shares, land and so on will go very high. The economic system will simply not be stable.

Well yes. If someone tells you your bank account is going into negative interest, then you buy a safe and keep your cash at home. Or buy bitcoin.
